Even though we are still relating to the original key in these (or almost all) examples. In the first example, for instance, it would be very unsatisfying to stay in E flat; we expect more modulations to come very soon. Excursions. Of course, it depends on the larger context, but this is why I wouldn't call these and similar examples key changes. We have a new tonic, but our ears are still relating to the original tonic.
