It's the last state that exists from that nation. It's basically a remnant of the HRE.

It was holy at the start with the emperor as the defender of all Christians and crowned by the pope also the papal state was kinda part of HRE at the start and needed Protektion because the pope had technically no might.
It was a nation at every time a very federal at the end but a nation.
It was an empire just the federalizations weakens it and bond it to not be able to Akt aggressiv.
It was kinda Roman because the papal state with Rome was at the start quite a part of it and at its largest extend all/most of Italy was beneath its rule.
