The only time he wasn't was in 2008 Euros that was down to the formation they went with (Busquets wasn't even playing then). He still played every game and he won a MOTM in 2008 Euros. In fact, when Spain was experimenting with 4-3-3 formations during the off seasons (2009, 2011, 2013) they picked Xabi Alonso over Busquets most of the time due to his ability to read the game better, better defending, and he has the best passing range in the national side (if not in Spanish history). Xabi Alonso is one of the best DMs for a reason. He has proven that time and time again across many different world class teams.

Guardiola style demands a specific type of player.
Barca team at that time fit his style perfectly. He created one of the best team ever. This team will be remembered for decades to come.
Bayern team did not and combined with lack of funds from the board, he could not do much. Dominate the local competition but mediocre in Champions League. His Bayern team will not be remembered unlike his Barca team.
Man City with unlimited funds helps Guardiola to find the right players for his style. The last 2-3 years he perfected the team and got unlucky when lost to Real Madrid. This year is the time to complete his project in Man City, to win the Champions League. Guardiola style is still there but it's not the same like in Barca. Xavi, Iniesta and Busquet are rare players and hard to find players that can play like them.

He already is a very good coach. He took bayer from relegation to 7. place and was just missing the euro league final yesterday. Bayer played with an high tactical level and was dominating as roma yesterday. Mourinho parked the bus successfully and thats ligit but in terms of tactics xabi outplayed mourinho yesterday and its incedible how he made every player better.
But you are right. He will need another season to prove it. I might be yet alone with this opinion but i think he can take leverkusen up to be bayern contender if the club manages to keep some of the players for one season. Time will tell but i predict he will manage a team he played in like Real, Liverpool or Bayern one day.

And this year after seeing him in midfield without missing a beat... that's impressive. I think that is down to Pep's genius. When it comes to all time CB's I would still prefer Ferdinand, Van Dijk, Kompany but those guys never moved in and out of midfield seamlessly.
