- The Philippines denied China’s claim that the two countries had reached an agreement over a maritime dispute in the South China Sea. On April 18, China's embassy in Manila said the two countries had agreed to a "new model" to manage tensions at the Second Thomas Shoal. The Philippines’ Defence Secretary refuted the claim, saying Manila was "not aware of, nor is it a party to, any internal agreement with China". Meanwhile, China warned the US and the Philippines against carrying out their annual joint exercise amid flaring regional tensions. Balikatan is the biggest military exercise between the US and the Philippines, involving 17,000 Filipino and American troops.

The US took control of the Philippines and Japan mainland and surrounding islands.
While China land occupied the Japanese was returned to China including SCS. That is why when the 1946 map was published the US did not contest.

China claim of 9-dash line refers to Japan surrender of the Spratlys after world war 2 which is baloney. The scarborouh shoal is described in Spain historical map way back 1700 as part of the colonized Philippines. It was one of the basis of UNCLOS for the entitlement of the EXCLUSIVE ECONOMIC ZONE of Philippines as part of its land mass. What China do is false claim by bullying and intimidation by force. Second Thomas Shoal or Ayungin Shoal is very well inside the Philippines EEZ of 200 NM. It is only 90 NM from Palawan Province.

While China seeks a new model to deal with the Philippines they should look at investing in the Philippines. Their past model of playing power games didn't work out.
