#1 - Learn how to Toe-Toe spin
Learn how to spin on your front wheels will be the foundation for the sit spin.
It is important to note that be able to lock your legs and feet in place while spinning.
#2 - Getting Into Position
For the sitting part you want to sit low enough to where your butt is slightly above or below your niece.
Remember to lock your legs in place as you would doing a toe-toe spin.
I recommend holding the sit position before go for the actual spin to build up your leg strength.
#3 - Twist and Go Down
Stagger your feet slightly and twist your upper body at the start of the spin.
This will give you good boost to spin start the spin.
As you begin to sit, keep your back straight, slowly work your way into position. Remember to keep your head turned in the direction of your spin.

Could you do this trick with toe stops? I’m doing artistic roller skating and free dance and I was wondering if I could add this into my free dance?

You need a certain amount of toe stop/toe plug ground clearance to dip your toes down in order get into and hold the Sit Spin position. Toe stops will make it very tricky to do as you would have to find the limit of how far you can dip down before they start touching the floor.
I'd recommend learning how to Sit Spin with small jam plugs and then swapping to your usual toe stops after your technique gets developed.
