YES, attempted extortion is a crime, and is charged as "extortion".
If multiple people are involved, you still get a case for criminal conspiracy. Even if the extortion they were conspiring to commit ultimately never happened, they still committed a crime.
The act of making a conditional threat = extortion. Consummation of compliance terms is extra credit. This is why mobsters can be charged if a victim reports the threat before anything else happens and there's witnesses or some record of it. If needed, the police run a sting/surveillance to get proof of threatening.

@Barbara Witchey Congress had already approved funding which included the aid to Ukraine. This was well after the fact. The Pentagon was handling those funds. Trump personally advised Mulvaney to have the funds frozen, who conveyed it to the Pentagon & budget office - who were only told that it was being decided whether the spending was necessary

As for third party testimony, you skipped the people that listened in on the call, corroborating the core idea of wrong doing.
