I've watched just about every episode of Pawn Stars and it certainly has happened a handful of times. I can think of 3 or 4 times the person clearly didn't know the value of what they had and Rick did the honorable thing and told them they should ask for more money.

Your numbers are a little misleading. The 3.2 billion number is total viewers over the entire event that watched for over 1 minute. The Superbowl is one game.
That being said 695+ million watched the final for over 20 minutes (indicating people actually watching and not just switched over for a minute). 111.5 million watched the Superbowl that same year. Those are just television numbers however, FIFA estimated 280 million streamed the event. I could not find any equvilant Superbowl numbers.
So in closing, yes the World Cup final was seen by many more people than the Superbowl, but it is not at a ratio of 3.2B to 103M.

For as much as people hate on Rick for not giving retail prices (even though it makes perfect sense considering he has to resale the item), you have to respect the fact that there are times in which he will straight up tell the person an item is worth more than they are asking and he will pay them more.
