The tv payment card is not a licence back in the day not everyone owned a tv you could rent them, and if they broke the tv repair man would come and fix it for you.

In the 70s you could buy, t.v ,gas, electric & telephone stamps so when the bills were due you had money put aside

Depends what going on at the time however we do leave stuff out while filming etc allowing me to take pictures etc
