For a long time, 40 points was assumed to be enough for a team to avoid Premier League relegation.
In reality, it’s nearly always possible to survive with fewer. But which team has won the least points and still managed to survive? Who is the worst team not to have been relegated?
Seb Stafford-Bloor explains, Craig Silcock illustrates.

Can you do an episode on what you might consider to be the 'toughest' run to a Champions League title? I would argue that Inter defeating the defending champions and champions of Spain (Barcelona), the champions of England (Chelsea) and the champions of Germany (Bayern Munich), denying Bayern their treble and completing their own in 2009/10 would sure be up there - at the very least one of the most underrated European titles ever.

The mathematical minimum to survive is 6 points (4 sides draw against each other and lose to everyone else. Survivor determined by a tie-breaker). The mathematical maximum to be relegated is 63 (2 sides lose to everyone else, no matches among the other 18 are drawn, each of the 18 gets 21 wins for 63 points, and relegation determined by a tie-breaker.)

I thought this was going to be about West Ham in 09/10. You mentioned Wigan but we actually got 1 point fewer than Wigan and finished below them. An indication of how bad the league was that year is that West Ham finished 17th but ended up 5 points clear of Hull in 18th. 31 points would have kept us up; as it was, we got 35 which is only 1 point off what West Brom got in 04/05.
We were awful that season and I maintain we were the worst team to survive. Incidentally, I also think we were the best team to go down in 02/03 so there you go!

    That relegation battle was immense.
Norwich winning all of their last 4 home games including Man United and Newcastle yet failing away even when it was at Fulham who had nothing to play for.
Palace beating Liverpool then drawing every game.
Southampton snatching last minute winners and equalisers against Norwich and Palace respectively but finally going down.
And West Brom. Never underestimate Paul Robinsons last minute equaliser at villa a few weeks earlier.
Also, there was a point on the penultimate game where West Brom were losing at Man United and Palace were beating Southampton. At that point they were relegated. But Earnshaw equalised from the spot and that late Southampton goal whilst benefitting Southampton also massively helped West Brom in the end.

1 point per game in a well balanced league (in terms of the ratio of teams to relegation spots) is usually always enough to avoid relegation.
Often, anything less than 1 point per game is enough to see you relegated.
I think people say 40 points in the PL because it's close to the 38 and it's nice and round.
In the 38 team PL era, only 8 times has a team with 38 or more points gotten relegated (occurring in 6 different seasons). In 5 of these 6 seasons, the league winner got 83 points or less, a feat that has only happened 8 times in PL history, showing that when there are no outstanding teams, the lower end teams can gather more points.
In 11 of the 28 PL seasons with 20 teams, the bottom 3 was exactly the 3 teams with less than 38 points and all teams that survived scored 38 or more points. Given some seasons are one way and some are the other, it's quite a good general description for the requirements to stay up.
