Your Optea thoughts are bang on in my opinion, even taken as a detachment to attach to squads would be way more viable. A spot on suggestion imo

I believe the Legiones Auxilia stipulation on the overseer is just to confirm that the overseer himself inherits the relevant Legiones Auxilia rule (i.e gets +1 attack with Blood Angels) even though he himself is not Auxilia, not to imply that allies can have a different Legiones Auxilia trait .
