In my mind, "I will illuminate you with a flare," is UNCLOS code which means, "I'm on page 8 of the booklet both our bridges are reading." The book is titled 'Steps to Legally Justify Lethal Action at Sea'. There's a shared understanding that the Iranians can turn the pages for themsleves and see that Page 9 is a shot across the bow and Page 10 is one round amidships at the waterline. Probably wouldnt have come to Page 10 really, but the message was communicated effectively. (Because, why else would you illuminate with a flare in broad daylight when this is taking place?)

Dispite them saying "highly illegal and dangerous" at the start, it's not illegal even in the slightest (the danger is questionable). This was in international waters, its only illegal to intentionally endanger a ship or impeed its course directly, approaching close and doing neither is legal, this falls into that case.
They legally could do nothing to stop them approaching, a warship has no legal exclusion zone around it beyond safe navigational distance (which is actually quite small), and even then all you can do is file a complaint through the courts. Anything that would directly prevent its approach could be deemed an act of war. Even with all the Iranian bluster and half threats, its all still frankly legal, its international cat and mouse politics.
A better (well bigger) example exists of why this isn't illegal. During the cold war a US carrier (USS Kitty Hawk) accidentally hit a Russian attack submarine (K314) which had been for days, shadowing the US fleet (it was inside their formation for most of that time, the americans kept coming up with theoretical ways to sink it, the russians the same to the americans, it was frankly standard practice), the submarine lost precise track of the carrier (sunmerged and alot of noise in the area) and the carrier of it (its designed to be sneaky), it surfaced to periscope depth and was in the path of the carrier, neither ship could fully avoid the other and the carrier clipped the sub (damaged its propeller, no significant damage, was lucky). Both sides declared it an accident (it was one, caused by both sides playing cat and mouse), the Americans even assisted the submarine in returning to Russian waters with an escort and tow.

I believe the “why” it is illegal as a knowledge point from a veteran is if this military vessel which in open waters still acts in capacity as it’s country and the laws within, and the same as the Iranian boat. And the Royal Navy boat shot down and sunk the Iranian boat, not only would that be killing others (illegal within the laws of Britain) but thats stating an international war between the two countries. Remember it’s still a “who shot first scenario.” If the Iranians hit the tanker first, they shot first and the military vessel can retaliate and sink no issue. If the Royal Navy sinks first, it’s a proclamation for war. These things are finicky in open waters. It’s why commercial companies are having such a hard time and hiring private security with pirates and such.

Missiles made thick armour pointless, so now most warships have minimal armour if any in most areas. A gunboat with torpedoes or anti ship missiles could cripple a warship. And when the former costs a fraction of the latter, that's a pretty cost effective trade. They are absolutely a threat to destroyers.

Plus while we use metric for engineering and building things, for speed and motorised travel we use mph & miles, but for walking or shorter distances meters or yards are equally used.
