Statistically, there is no way that 0.9% of people are born on leap day. 365 days/year x 4 since leap year is once every 4 years. That is a 1/1461 chance. A much smaller fraction of a percent.

I have heterochromia, but it's not the kind where my eyes are two different colors; it's the kind where my eyes are one color (in my case, blue) with a ring of another color (green) around my pupils.
