Those "two part" seat belts are great in a combat situation where one needs to have upper body mobility when defending the vehicle while still maintaining some safety of the passenger. Believe it or not there are still some older airplanes in General Aviation that still use a two part harness, not the best when it comes to a critical situation when one is trying to maintain control of the aircraft in an emergency situation.
I had the same problem on my Humvee. I figured out the seatbelts are orientation sensitive and very picky. They will only unlock on specific upright position.
