Justice Anand Mulla of Allahabad High Court had , in the mid 1950s had called the Police , criminals in uniform. In my biography published in Punjabi recently, I have mentioned incidents of excesses by the police when I was Magistrate and District Magistrate and by the Punjab Vigilance Bureau when I was Deputy Secretary Vigilance.

This can only be fixed by abolishing the system of 'career bureaucracy'. Hire people who wish to become officers just like companies do, file criminal cases against them and fire non-performers regularly.
