This was a penalty, period. The defender came from the back of Vasquez, pushes him, doesn't play with the ball at all and Vasquez looses balance. Vasquez was preparing to stop the ball on his chest and shoot, which was certain goal, even better position than penalty, right?! This was a penalty that should have been given and it was! Penalty in 5th, 50th or 93rd minute is still a penalty.
