He is not a pimp; it's a grey area. Pimp is doing for prostitution, while he is "guiding tourists" into SG. Money flow is personal transaction, not really a "business transaction". Any sexual activity is personal activity. There is no illegal immigrant, no overstay, and no drugs involved. No real law and police effort to stop all these things because people of many backgrounds including some police officers themselves visit these places as part of their workplace or close-friends-circle socializing. It's one part of the socializing culture for many SG men since they turn 18-20 or mingle during NS to go bar drinking, clubbing, siam diu. For those who are rich and addicted, this "hobby" would continue further into their adulthood.
Even though it's a close-one-eye thing, there are also actual police roles that ensure that these sort of activities (and including dirty massages) don't go out of line.
