    Your basement shouldn't be damp. Even a 200 year old basement shouldn't be damp. I recommend thermal break/vapor barrier if basement is dirt floor or dirt crawl space. If dirt floor basement brick pavers work nice over barriers. Then white wash the brick or stone basement walls after fixing joints. Seal any light cracks between foundation and sill. Mineral wool allows old masonry to breath properly if insulating. You can epoxy a slab for vapor barrier and poly grout over it with tile too.
