Chrome is Chrome, there are a number of things that make it really good or just shiny for a little while. Some of us older folk may remember the all important descriptor, triple chrome plated, misleading but true. Three step process where used. First the part was hand polished to a near chrome shine not counted in triple plating, then dipped in a copper solution, then a nickel solution, then the chrome. In honesty the chrome was only about notebook paper thick. The copper gave it adhesion, the nickel gave it shrength, and the chrome was the shine. Move to make it shiny and cheap, well metals like zinc, cast very smooth, and chrome will adhere well. So the hydro covers can be made cheap cutting out polishing, and two steps of chrome. It will look good for a while, but the old school triple chrome will look good for decades. Ever see a 50s car completely rotted in a bone yard but the bumpers look in real good shape? Then you look at your one year old covers. I am sure those covers would have been 3-4x the price if done old school. Many times if you set parts side by side like you covers next to the S&S the covers will seem like they have a slight haze that will not come off. That's chrome direct to zinc. The spots you see is the zinc being either not perfect or a few other things but its common.
