The San Francisco Consulate needs to change or implement this one process requirement which is the Naturalization Certificate that does not apply to U.S. citizens who is/are born in the Philippines. I understand, as you mentioned, being born in the Philippines, Dual Citizenship is automatic by Law. But you still have to prove and present documents at the Philippines Consulate to acquire the Legal Documents in the process. This maybe a rare case on my side. However, I believe Manila Philippines Consulate have a different requirement since my brothers got their Dual Citizenship there.

@@robertlegaspi96 I'm a U.S citizen. My wife was a Filipino citizen when I married her almost 27 years ago. She applied for U.S. citizenship about 2 years ago through me as a U.S. citizen through the Naturalization process and became a U.S. citizen who also received a Naturalization Certificate which cost about $800.00 dollars. Our daughter is born here in U.S. and the San Francisco Philippines Consulate confirmed she is a Dual Citizen now automatically but has to submit her original birth certificate to the Consulate for documentation record purposes to ensure the Consulate has possession of that document.

Hello Jocelyn! Can you expound on the protocols when entering and leaving Philippines with dual citizenship? Will they stamp both passports and allow the US passport holder an unlimited stay? After a year, aren’t they considered a normal tourist and have to apply for extensions? What are the exit protocols if you entered with one passport as compared to the other? Would the Philippine passport holder be required to submit an exit clearance if they had entered with the US passport? There are quite a few scenarios that can play out which can make things confusing but hope you might be able to provide some insights. Thanks in advance!

You should present both Philippine Passport and US passport when entering and exiting Philippines. BI will grant you unlimited stay in Ph as long as you present a Philippine Passport. BI will stamp both of your Philippine and US passport when entering and exiting Philippines. Its important you present both for the stamps so when coming back to avoid hassle when re-entering USA if US BI officer looks for your stamp abroad.

You are a “balikbayan” until you apply for dual citizenship; you relinquished your Filipino citizenship when you naturalized, therefore your passport is no longer valid.

You mentioned only about US and the Philippines but what about my case....I was born in the Philippines in 1950 of a Filipino mother and a Chinese father. My Mom filed for repatriation and I became a naturalized Filipino citizen. I am now a US citizen and would like to ask IF I can become a dual citizen of the USA and the Philippines. What do I need to do? Thanks.

Being born in PH and having a PH birth certificate DOES NOT mean that the person is a PH citizen. He must have a Filipino parent when he was born.
