This thing would just sit in the ocean and do nothing until the wind speed is above say 40 Miles per hour. At this time the fan or some kind of rotary blade system would start to move, as the wind picks up the rotation would ramp up and drive a shaft that connects to the underwater part of my idea. Some kind of impellers, maybe 2 or 3 stages connected to the drive shaft. This whole thing is floating on at large tube that extends maybe 100 or 150 foot into the colder water. I don't know how many would be needed to shut down a HURRICANE but it just might work. I was thinking a prototype of maybe 25 or 50 feet in diameter. So when the wind picks up the HURRICANE KILLER MACHINE will bring Billions of tons of cold water up to the ocean surface that will deprive the Hurricane the energy its needs.
