Has the Superintendent thought of reducing their own salary or the bloated salaries of other personnel not teaching children?

No need for libraries when they can become juvenile halls for the day. Kids don't need access to books and librarians' knowledge; they can teach themselves, right?

Guaranteed they have “workers” on the payroll for meaningless garbage like “people and culture” or related things while making the statement about budgetary constraints. Librarians actually do meaningful work by getting involved with the students to show them how to research things, point them to source documents, etc. Technology has made us all very stupid. In the old days there was a physical card catalog needed to find where a book was located. Microfilm was used to find archived periodicals. Stuff like that. It required a little extra work but taught people about organization and a process to get something done. That is something you cannot learn unless you go through it yourself.
