While it's normally best for laws to be enforced to the letter, I'd rather see the cops turn a blind eye when dealers keep everything under the radar, make sure nobody's dying, and minimize all the other crime that goes along with the dealers and addicts involved. We lost the war on drugs a long time ago. The best we can do is manage the affliction. Notice how this place stayed in business for a very long time until people started dying. We all know a new dealer will pop up or an existing dealer will pick up the business, as it always happens. We just hope they keep the crime down.

Statistically, there will always be outliers, but that goes both ways. If you're trying to say it's so widespread that EVERYONE is doing, statistically, you will have someone who isn't

I had a bar in Jerseyville, IL for 22 years and the local police tried something like this on me too.
Except, they could not get a warrant to search so they set up a bomb threat.
They had a CI to call the bomb threat in to me, I reported it to the police, and the police walk right in...
    with a drug dog.
They did not clear the houses near the building, including the one next door that is 2 feet away.
They illegally detained and corralled everyone in the middle of a dark travelled street, no coats, and it was freezing.
They found no drugs, no bombs, no weapons, not even residue of any kind, and no FBI.
    There were no arrests.
    Why was nothing found?
Because I would not allow anything to be brought in and anyone caught doing it was barred for life+1day the first time.
I had over 100 people on my Barred List.
Jerseyville, IL is a Drug Cartel, including the police chief, Fire Chief, city council, DA, and judge, and I refused to sell their drugs.
There are at least 9 other bars in that town that would never pass that type of inspection.
Not too long after that, they set up a blacked-out police car from Missouri at night to kill us.
Same town that killed a 17-year-old boy for carrying a Bible on a public sidewalk.
