You are correct, in that he can't control how fast he grows hair. If I had given that answer when I was in basic, I would have been told to shave twice a day. Come to think of it, I did try that answer, and I was told that. And the one time I didn't shave, I answered honestly when asked. MTI yelled so the whole flight could hear "At least he has the balls to admit it!", when everyone else he'd asked told him "Yes, sir", when they hadn't.
