The long whistle gives the signal to start or stop marching after the next phrase or so many beats, to end the tune. The drummer will also usually give the cymbal a whack.
There will often be a drum solo to give the other musicians time to change their music over. There are things called Lyre’s which hold the music to the instrument and the music can be taken off and put to the back then the next piece put to the front. Some bands can flip their music over.
One of my all-time favorites performed with flare. Costumes, the sound, and the strutter were divine!

Drummers keep the beat. The long whistle means last chorus, time to wrap it up. It's long so everyone hears it.
