Don't try to open sth that stucked (especially in old soviet buildings). If it's not running, we'll it's not running... But if you managed to open, probably you'd need to replace lots of stuff there...
Even if these buildings were build properly in that time they're often "maintaining free". Nobody don't take care of it, mostly, at all and they wait when it fall apart to loose place for another constructions...
This "waiting rule" works for both soviet and historical buildings.

+HONEST VLOG well can't recommend anything specific though I was born there, you can check wikitravel on Almaty. I've heard of Sharyn canyon , Green Market, Medeu...if you look for some local food you can try Kumys and Beshbarmak , Lagman, Kazakh cognac is surprisingly good for its price.
