What is 24 sub dial for? What time does it measure? Same as the main scale?

I believe the 24 sub is the same as the main scale but it's in the form of 24h.
So when you set your time you'll also need to make sure the 24h sub follows your current time whether it's a.m or p.m since the date will also follow once it reaches 00:00 (24:00) in your watch
