that’s a question for your Pastor my friend.
The doctrine of the laying on of hands is very powerful and so is the damage of doing it wrong and out of alignment.

If your pastor tells you, then yes, it’s okay. If you are already an altar minister it’s okay. If you want to be use this way in the altar talk to your pastor about it.
If you are not at church and someone ask for prayer and you feel to pray for them to receive the Holy Ghost then it’s okay to lay your hand upon them. Same Holy Ghost your pastor has, is the same Holy Ghost inside of you. Just do God’s will
