In a significant reshuffle amidst Russia's ongoing war on Ukraine, President Vladimir Putin has removed Russian Defence Minister Sergei Shoigu from his position as the country's top defence official. Shoigu was Russia's defence minister for 12 years - and was believed to be a close ally of President Vladimir Putin. He has played a major role in Russia's offensive in Ukraine. But last month, one of Shoigu's deputies was arrested on charges of corruption. This allegation cast a shadow on Shoigu's track record. His replacement is Russia's current first deputy prime minister- Andrey Belousov. Belousov is an economist and known to be part of Putin's inner circle. The US changes Defense Ministry every time a new President is appointed. Sometimes more often. Shoigu had been on the job for 12 years, that's a lot of time for a position that is un-elected. Also, his new position is a higher role than Defense Minister.

The General Staff is in charge of the war in Russia, not the Minister of Defense. The Minister of Defense is engaged in the economy: military enterprises, construction of houses, roads, supplies. And Shoigu was appointed to a higher position in the hierarchy. So everything that is told in this issue is a lie and outstanding incompetence!

Shoigu's new job description:
Secretary of the Security Council. He will also become the deputy in Russia's Military-Industrial Commission, retaining influence within Putin's administration. I think he has more power and more influence now in Putin's circle. He has two functions. One is to oversee the security of Russia (internally and internationally), second is he is in charge of the MIC (Russia's military industrial complex). Shoigu and not a military man. He was a civilian, a civil engineer. Being the head of the MIC is in line with his technical knowledge. The securty aspect of Russia is weak in terms of technical capability and that is where Shoigu's experience will shine. He will marry the Russian technology to the country's security function to make it more effective and powerful. He will bring Russia's security playbook to the next level. I think this was the result of the last terrorist attack. Putin mentioned to use all of Russia's resources and technogy to identify the source and brain of that terrorism. They didn't get much positive information that's why the issue died down. Let's follow how Shoigu will accomplish his task. My hyperbolic hypothesis. Just saying.

Palki Sharma Shoigu is the new Sec Gen of Russian National Security Council and that position is even more powerful than being a Defence Minister.
I’m not too sure on this decision to hire an economist as the country’s defense minister. In a war, the ability to effectively execute the fire power is more important than skill sets in mitigating the costs related to executing the fire power.
There shouldn’t be any ceilings on defense budgets, especially when a country's at war, as in the case of Russia, or even when a country faces a constant threat due to hostilities with some other nation. It’s the country’s sovereignty at stake and there shouldn't be any compromise in conserving it.

First Post has got this wrong. Look at Shoigu's record and note in what areas he has always excelled. The Ivanov matter had to be addressed. Because Shoigu had been betrayed it appears that he offered to resign from all public positions but Gerasimov, Putin and Belousov (for the PM's office) refused and Shoigu had in any case been getting more involved with Russia's Security Council -- especially as it would be primarily responsible for regional expansion and Shoigu had done a similar job for 20 years in his native south Siberia.
Moscow watchers have long said that this body (we do not have equivalents in the west) needed a heavyweight director/secretary with a cabinet brief and not 2nd tier as it had been. Shoigu's degrees are in civil engineering and logistics rather than direct military matters so in some ways he was wasted as a Defense Minister. Further, Gerasimov, some of his most educated younger officers and Shoigu himself had been critical of duplication, which gave a wrong impression to armed forces staff.
By filling the Defense seat with a high-end economist for the duration of the 'SMI' and enhancing the Security Council with Shoigu, Vladimir Putin has shown his commitment to the best people for post-conflict jobs and greater momentum in Russia's Asian development. This is therefore consistent.
Ivanov will lose more than his job. Note also that the Security Council covers all strands of security including weeding out corruption.
