I then learned there was a mini-sidequest and a couple of other things that were scripted that didn't happen. That lady sitting there was so informative about the cool stuff I just missed.

in reality, if a real person could use dragon shouts (I wish) it probably wouldn't have a cooldown... since this is reality and such, and game balance means nothing in this realm :P
