One option is to take another country's high school qualifications, if you are able to. For example, you can take A-levels via the British Council in Morocco: www.britishcouncil.ma/en/exam/school-exams
A second option is to apply to Oxford as a postgraduate student, having first studied elsewhere as an undergraduate.

good morning ! I'm currently living in Madagascar and there are no test centres nor open centres anywhere here, and I can't travel out of the country because of financial means. As a result, I can't undertake the HAT admission test, yet I really want to apply to oxford for next october. I already sent a couple of emails to oxford, but they all went unanswered. So I wanted to ask if me not taking the admission test will have an impact on my chances of getting to Oxford. The situation is really beyond my control, as I'm still in high school, and I feel very anxious about it.

I’m sorry to read that. It’s a difficult situation. I would call and write to the admissions officer at whichever college you’re applying to at Oxford to set out the situation. There have been occasions when applicants have been unable to take a test in the past. The admissions officer will be best placed to advise you. All best wishes.

Hey, I'm actually heading to Oxford on the 15th of September, is there any chance I get to meet Dr Williams in person? He's been such an inspiration over the course of my application and preparation for the BMAT.
