The novel doesn’t mean anything. Novels and movies are separate continuities, for one. For two, Godzilla didn’t even know he was going to be fighting Shimo. Godzilla was powering up before Kong even found Skar King’s lair, and he and Shimo only left their lair after one of SK’s subjects saw the portals that led out of Hollow Earth above the Iwi tribe. Shimo wasn’t even active, let alone coming out for a fight, at the time Godzilla was charging, so he was doing it for entirely separate reasons that had nothing to do with Shimo. And when he saw Shimo in the final battle, he charged at her without hesitating - not the actions of one who is scared or was ever “dominated” by their target.

And like other in the comments said, Ghidorahs mere presence was causing disruption planet wide. So Shimo tried to counter and went a little overboard on accident. I think Shimo is just so stupidly OP. It makes Monsterverse boring as fck. Shimo can one shot everything now and Godzilla being apha or not doesn't even matter now. It means they where never had chance against Shimo kind. Our Godzilla is by far the strongest possible godzilla ever due to human nukclear reactors and no prior godzilla's had that immense advantage. Yeah seriously. I do like big monster action, and I like them expanding the lore and all, but it feels like they’re kind of undermining everything by looking to the past to establish bigger and badder threats that “always existed” instead of just coming up with new ones that are “younger” or newer in terms of timeline
If Shimo was more aggressive in the past and territorial, maybe once (for whatever reason she did) Shimo went into the hollow earth and ran into the Skar king maybe she is more docile now due to how Skar King treated and controlled her with that pain shard. You know how some animals become more docile after mistreatment and being caged (or chained up in Shimo's case) due simply to the fear of being given more pain and mistreatment, maybe that's why Shimo is so docile now and doesn't want to fight anymore simply because her imprisonment by Skar king basically beat it out of her. Just a thought.
A wild stab in the dark, but what about if Shimo's motives were to thwart Scar King's attempt to invade surface earth by making it less appealing by freezing it? By doing so, it would keep him & his minions at bay in the hollow earth, thereby protecting the inhabitants & the rest of the titans of a full blown invasion.

Ghidorah wanted a world of fire. Shimo obviously would be against this and therefore reacted to the changing climate with her power to counter Ghidorah. Shimo didn’t want to start an Ice Age, she like Godzilla, was probably trying to keep balance. If Shimo was not present when Ghidorah was beaten, then she wouldn’t have known to stop, thus starting an Ice Age. Godzilla was probably tired from the fight with Ghidorah to prevent the Ice Age.

The novel means nothing. Novelizations of films are based on the script pre-production and creative liberties of the writer, and almost never line up with what ends up in the final film. As such, official novelizations are more like parallel universe versions of what the movies show, and the fact that new movies that add contradicting twists come along all the time confirm that. The title of “official novelization” in such instances is a marketing gimmick. So take anything written in the novelization as a maybe, as far as the actual movie is concerned.
Having said that, while Shimo’s power is dangerous in its implications, I would contend that Ghidorah is still the most powerful titan in the series, aside from Burning Godzilla, because his very existence in the atmosphere creates a storm that grows and grows the more he moves, until it reaches a global scale, on top of his lighting powers and immense strength. Shimo, aside from freezing her immediate surroundings, like the ground when she takes a step, has to actually exert her powers in order to cool the planet, and as we saw at the end of GxK, Godzilla can reverse the effects she has, at least while it’s localized. All the discussion leading up to the film made it seem like Shimo was this massive powerhouse, but the actual movie showed that she wasn’t as big or as powerful as the hype made her seem. Even in having the power to freeze a titan, they have to stand still long enough for it to work, and they are still conscious afterward, meaning titans with energy powers like Godzilla, Mothra, and Ghidorah would be able to break out of a block of ice she froze them in if they were still conscious. Shimo, as shown, does not actually live up to the term “most powerful titan” that they built up around her in the lead up to the film.

Godzilla was about to get a taste of his own medicine with his head being blown off if Kong did not intervene. Even if Godzila was tired, he didn't do well there at all. If at full power, it would still have been a good fight, even if Goji would have won in the end. MG also has insane fire power. That beam is no joke.
Also, if it isn't stated in the film, I don't care about it. It was never stated that MG was weaker than Goji from 2014 in the movie. I don't care about the non-canon book that has a million artistic liberties being taken.

She showed no sign of struggles or was beaten down even slightly by the evolved Godzilla. Numerous instances when Godzilla tried to take her down and instead Godzilla was the one always seeing the dust. Not to mention she was more focused on fighting Kong and saving Scar King. If she was just pure evil and took all of her might out at Godzilla, she could've hurt Godzilla like never before.

The MUTO’s are the natural predators of the Gojira species, they evolved to specifically counter and hunt down Gojiras to survive and reproduce. Their EMP heavily nerfs Godzilla’s heat ray and their sharp limbs pierce through Godzilla’s hide and not to mention they feed off of their radiation as seen with the MUTO Prime and Dagon.
Ghidorah was at a disadvantage at the time because not only it was a 1v2 fight but also because Godzilla was in his prime at the time. While Ghidorah’s regeneration may have saved his life, Shimo’s ice age inadvertently froze Ghidorah and that was what Godzilla and Mothra counted on.

Another mural shows Godzilla vs Ghidorah solo battle. The director then further stated that Godzilla won the ancient war and put him on ice. He never mentioned mothra and we have a mural that showed 1v1 battle. Godzilla shot him with atomic breath and Ghidorah fell.Now we know that shimo indirectly affected the temperature that help Ghidorah froze faster.

My theory is that Shimo’s ice age was caused as collateral when using her powers to fight off the terraforming abilities of King Ghidorah. I really think King Ghidorah was nerfed in KOTM. Hopefully we see a movie about this.

The reason for the ice age is probably just the effect of an overflow of Shimo's energy like Burning Godzilla is an overflow of radiation. No reason for anything grand and it would explain the long period of time between ice ages.
Or maybe Shimo got pregnant (that time) or in breeding season so she wants to create a place that would be suitable for her, however since she's powerful and huge, she doesn't really controll how her ability would affect the world so she inadvertently causes the ice age??? yeah, I'm just talking nonsense.

It would be epic if Shimo was trying to stop Ghidorah by starting the ice age so wherever he was hiding on the planet he would be frozen and put to an end.
What if Shimu started the ice age to counter the effects on the Earth's environment that Gidorah caused like a global reset. A way to look at is Godzilla is the planet's direct counter to a threat Shimu is an indirect counter acting only when the environmental damage has gotten too bad. In the movie Gidorah was not only controlling the other titans aside from Godzilla Kongs and Shimu he was using them to terraform the planet maybe it progressed further before he was sealed in the ice.
Toho release a guide book Godzilla. Sniped Ghidorah by shooting his wing with a atomic breath making him falling hit the ice and that's when shimo froze him by accident, it's also confirmed Godzilla beat Ghidorah 3 times solo in the pass including the ancient Antarctica fight

I like to imagine that Shimo was originally evil in the past but through the Psychogenic pain that was brought upon her by the skar king caused her to become less malevolent due to mental trauma and possibly amnesia from hurting so much, maybe the reason she's not able to use full power isn't just that she's holding back but that she doesn't remember how to use her full power and that all the controlling Frostbit skar king in the ass and caused her to decrease in power. Just like with humans and abused animals, the animal at first in the wild is really strong, say a Tiger but then when it's subjected to whips(Sound familiar) or other threatening weapons and then beaten when not following orders they become immediately more docile upon the weapon being shown and then hoping to mother nature they aren't beaten. This would make the animal weaker from fear and trauma. So if Skar King used more natural means such as using radiation crystals for food for shimo to tame it then it may still be very strong and harder to beat.

Or MAYBE, the novelization doesn't matter much what so ever as it is mostly just a pre-production script with a lot of artistic liberties taken that don't matter or coincide with what actually matters, the movie. That is usually how this goes. Anyone that read the Star Wars movie novelizations would know this as fact that nothing in them matches up well with the movies at all. This is ALWAYS common and is NEVER used as the canon material because of this.

If you want to get really nerdy with it, in the monsterverse it was most likely thanks to the icy queen that life on the planet came into being in the first place. The planet was too hot for life to exist for billions of years until a dramatic drop in temp allowed life to bloom
The novel didn't go into that much detail, but you make a reasonable conjecture. All we really know for sure is that a layer of ice in Greenland had Shimo's bio signature in it, and that same signature was found at the Monster Zero site. We don't even know if that cave painting of Godzilla and Ghidorah's fight took place in Antarctica. Regarding the Godzilla vs Shimo cave painting, Ilene specifically notes that Godzilla was drawn with a look of fear on his face. That he went to such great lengths to power up before facing her again shows that he's still scared of her.
No it happened in Antarctica it actually happened really close to the hollow earth entry there and ghidorah was frozen after Godzilla took out one of his wings with an atomic breath and cause him to plummet to the earth and buried himself in snow and ice.

One of them could have been a fire or lava titan, like Rodan but much stronger. Gidorah wants to destroy the world and form it as he pleases. So maybe he told that fire Titan to let the volcanos erupt and flood the world with lava and heat. Shimo noticed that and had to cool down the climate to stop the lava and heat from destroying the whole ecosystem. I don't think that Shimo started the ice age to harm other species. If she was thinking like that she would have killed Kong just for killing him. But as she was holding back and making a show to please scar king but not hurt Kong to much, she is not the kind of titan that would use her powers to harm and/or kill all weaker species (humans, animals, plants).

What should have really happened was Ghidorah lost to the Big G and Mothra, and try to run away to Antarctica bumping into Shimo. Unlike the big 3 (G, M, and K), Shimo is more animal like and thus did not know how to hold back so she went all in to freeze Ghidorah. It required a lot of power to subdue Ghidorah which created a ripple effect sending the world into an ice age , forcing all Titans to hibernate, and Godzilla pissed off challenged Shimo, who does not want to fight so she ran away into the hallow earth.

I’d like to think Shimo is more of a neutrally good Titan. She’s one of the oldest living Titans, and most likely prefer to enjoy her senior years passively instead of competing for the alpha title. I am actually impressed how sturdy she is, having toe to toe with the alpha. Godzilla knew she’s too strong the reason why he had to recharge before facing Shimo.
