You should petition to have a law passed. that if the Filipino is offloaded. The government is responsible for refunding their ticket, and all associated expenses. I almost guarantee you the number of offloaded people will fall to near zero.

campaign to your local legislator to force airlines to refund tickets when a passenger is prevented from traveling because of offloading. Also find a way to track the reasons for each offloading to embarrass the government into being fairer.
Why on earth should the cost of this farce be added to the price every traveller pays for an air ticket. Compensation for wrongfully denying travel show be from the DOI - then they have an incentive to do something about it.
“Forcing the airlines” to do anything WILL increase ticket cost for EVERYONE. Good thought but bad execution.
Suspend Civil Service Protection Law for 1 year, you will see how quickly the attitude of these abusive gov't employees change.

One of the reasons I changed my citizenship because of these problems! It’s very hard to get passport esp. documents that need red ribbon/certifications, etc from Philippine embassy.
I just don’t wanna deal w/them.

Sad to say, in all of our government agencies and offices, where the processing was, there's the anomaly...money!, whether you completed the requirements, they are the law in their grounds and our law is futile, thank you ms. Jennifer, ma'am I appreciate your courage for those 95% defenseless passengers or over 30 thousand souls who just deferred and wasted on their rights to travel.
I am all for Immigration watching out for possible Human Trafficking but gee they seem to be taking this too far. Perhaps better training of the officers may help? as well as your suggestions Jen. I feel for the genuine Filipinas going abroad to visit their boyfriend. It must be heartbreaking. 👍

It is HEARTBREAKING! Yung inflight na jowa mo tapos ako nakatiwang-tiwang sa BS na second screening na yan. Kahit pinakita pa ang conversation namin, pictures together. Bwesit! Halatang magttour lang kasi 14days lang ang visa may genuine return ticket. Bwesit!
Let me tell you only embassy have authority to ask if you capable to tour on their country normally don’t even ask you’re education normally what’s in you’re application.

BI job is to stamp your passport check visa that’s it if they reason Human trafficking let them sign a waiver if the passenger lie about their living the country as a tourist if something happened to them it’s their responsibility in their own consequences 🤷🏻♀️ that’s easy it is.
My girlfriend has traveled with me out of the country many times. A few times she has been taking aside and they have even ask her to open her phone and show pictures of us on the phone and in her facebook. She now brings a big folder every time with all kinds of info like her business, bank account statements, proof of the land she owns, college degree and much more. It's crazy! And I have also learned(because she is very attractive), if she gets a woman immigration officer, it is automatic that she will be pulled aside for additional interviews. Those old ugly women immigration officers get super jealous and grumpy.
You are spot on here JT and I do pity Filipinos, and as I wrote previously, I am glad I am not one and living over there. I just do not understand why your government refuses to be specific "on the other documents". Why this stubbornness to not be helpful for the people instead of treating them like they are nothing? And then immigration is telling their officers to keep acting as usual.
It is 2023 and your country is one of the few so-called Democratic countries where the common people are treated like they are living in an authoritarian dictatorship like Iran or Saudi Arabia in some aspects.
I do understand and appreciate now why so many Filipinos that live in my country in the west never want to return home. Bravo JT for trying to address this issue as your comments are valid, justified and your solutions make total sense :)

Is it not the person's right to visit the world and gain new experiences, rather than being held a prisoner in their country's border on the whim of an official, rather than there being a codified set of rules for all to adhere to? Or forced to pay a bribe just to guarantee the privilege of leaving on a short vacation?
Other poor countries are not that draconian with their own citizens...
Immigration must read and watch social media, so there are aware of this but there has to be a reason why they continue to act in such an arbitrary way, which is beyond me.
You are very right Jennifer for this issues, many travellers who wanted to visit Philippines for holiday they changed their mind, they choose other Asians countries bcoz of this offloading issues only from the Philippines! Such shame!

great content! straightforward. offloading has terrified a lot of filipinos. this has to stop! These IO's become abusive of power.
First of all what they're doing is a basic violation of human rights. Everyone should have the right to travel even if it means to their own detriment if they even believe there are better opportunities abroad. Secondly those questions should be for the immigration in the countries of arrival not departing the Philippines. One has to ask why is the Philippines so obsessed with human trafficking when their own statistics do not bear them out on that concern?
M friend's sister-in-law had her round trip tour to Thailand paid in August 2016. She got a special on Cebu Pacific to Bangkok. She had worked OFW in Kuwait and wanted to visit a country other than to work. She had $700.00 on her. Yet she was offloaded. Immigration told her she should have someone in Thailand send her a letter of invitation notarized at the Philippine embassy in Thailand. How is she supposed to know that? They offloaded her and several other people from the same flight.
That same friend got a cousin who was working in Saudi Arabia who felt she was being abused by her employer. This is where the real crime is abusing legal Filipino workers that the government seems to not be able to resolve. Like murdering and raping Filipino maids then the government put a ban then not long after removes the ban then everything is back to normal where abuse continues.
My friend's cousin accompanied her Saudi employer to Paris, France. That's when she decided to make her great escape. He left her employer, left passport and everything behind. I think what the Philippine government ignores is that that there are Filipino communities in just about every country. It's not like all will be hopeless if caught up in a job scam or sex trafficking. The cousin who made her escape from her abusive employer now lives in France. She is married to a Frenchman. She even got two kids. And she speaks and writes in French. She is just one example of how Filipinos can take care of themselves in the face of adversity. The government there acts like it wants to babysit Filipinos and keep them out of danger. These are people born with survival instincts. No matter the adversity they rise above the fray.
My point is any Filipino who runs into problems overseas can always find a local Filipino community that would offer them assistance. Immigration offloading is doing more harm than good. And worse they engage in abuse of discretion. The woman in the video who got offloaded while going to Israel had an established history of traveling abroad. Israel is not known as a sex trafficking country. So everything she went through in secondary was demeaning and illegal. It shows a lack of common sense or a total disregard for the rights of Filipinos to travel without impediments.
Bravo. That was a brave and magnificent critique of a broken system. I have become familiar with the incredible amounts of money lost and broken dreams.

i totally agree with your recommendations it is disguarding how philipnas get treated in your country, the goverment need to bring your beautiful country upto the 21st century and treat its people with respect. my partner and children want to come and see uk but until we get married that wont happen, what imigration fail to realise is that it effects foreingers as well if they want to take there girl friends out of the country it does not look good for honest foreingers wanting to take there loved ones out of the country.

I've been watching your excellent help videos on travel to the Philippines. My fiance and I were alarmed that she can be offloaded at the desk in manila on the day of travel, even though she has a visa and approval from my country, the UK . My suggestion is that the interrogation should be done before the flight ticket is bought, to prevent the unnecessary loss of the flight expenses. Also, I agree that the process should be streamlined, clear and concise, not as vague as it currently is. Thank you for your hard work and dedication.
Friends of mine , a Uk man with a Filipina spouse roughly same age as him , both professionals, were refused a visa for the Uk , despite them having travelled there nu,triple times and being legally married . Not just a filipino issue , the UK is hardly any better .

someone that has been off loaded needs to talk to a Lawyer , and see if they can sue the Officer that off loaded them for violating there Constitutional rights , once the Officers see there can be Consequences for there actions , maybe things will change , but as for now Officers can do as they want !

You are absolutely right.. the truth is these immigration officers assigned in the airport lacks sufficient training .. they were hastily assigned to airport duties without adequate training when many of the old officers where reaasigned... there is also no technological transfer of knowledge learned by former IOs to the new IOs . .. this is one of many reasons.. aside from the apathy of former commissioners to the betterment of immigrations

I agree with everything you said. I’ve been wanting to travel with my single younger sister and just meet her in the country where we want to go but now I have to go back to Manila first then leave with her from Manila to our country of destination. It’s a waste of money and time. In the US, when we leave the country, we don’t even go through immigration.

You are correct Jennifer. I have become reluctant to put someone through this type of abuse, to get married to me. The Risk of Denial, exclusion and even deportation, is very frightening. Not only from Philippine Customs Immigration but also from the US as well. It all comes down to the Attitude of any number of Immigration Officers throughout several interviews.
On a personal level, this can rip your heart out. And on another level, waste thousands of dollars.
For a Filipino citizen to visit the USA, he/ she will need a US tourist visa and it's very hard to get that for ordinary citizens - need lots of docs & rejection rate is high. If the reason is, "to visit BF/ GF", applicants are usually denied.

We don't have a lot of Years left to fight through these impassable road blocks. I Love my adopted Philippine Family. It is my Intent to continue to do what I have been doing, to the best of my ability.
@@normansimonsen1203 yes, it's tough either way. If you want to get married to her, you can do it in PH (there's no divorce - just a reminder). It would be tough to get her to the US as a tourist to marry her, due to US visa restrictions. One option is to do an "online marriage" via the state of Utah. (You can be together in PH but will be in a zoom call with the judge in Utah. After the wedding, you'll have to register your wedding at the PH consulate in SF). The fiancée visa (to bring her to the US) takes average of 2 years due to covid backlog. The spouse visa (to US) takes as long, or even longer. If you want to stay in PH for long term & be a resident (and have a residence visa, 13A) then you'll have to be married for that. If you want to travel w/ her around SE Asia, it will be easier for her if you're married (w/ marriage cert) versus if you're only cohabiting. Just suggestions. Good luck.
@Kitty S Do you know, how many places / offices / people, you have to Satisfy. If your an American getting Married to a Philippine Fiance'. In the Philippines ? Do you become fatigued at 6, discouraged at 8, does anger set in at about 10. I'm not sure exactly when the realization struck me, that the Governments involved simply don't want this.

@@normansimonsen1203 the bureaucracy involved is not exclusive for Americans (marrying a Filipina in PH) - it's for all foreigners. Any foreigner wanting to marry in PH has to go through those offices/ paperwork. Similarly, any Filipino citizen wanting to go to a visa-required country has to apply for the visa and submit the docs required. It is what it is. (I've applied and been approved for visas, including US & EU, so I know the process). If you really want it (visa, marriage license, driver's license, etc) - you comply with the requirements and get on with it. Good luck in your future plans.

At the very LEAST, Filipinos should be able to procure a "clearance to travel" before going to the airport to board their plane!

truly spoken jen and also i think officers in the bureau of quarintine should be checked out as my niece who had to get her yellow vacc certificate as required for e travel registration she paid the required fee 360 pesos but when she went to the appointment had to pay a further 400 pesos even thogh she produced the reciept for the 360 pesos
Offloading is a VERY serious problem, and conflicts in some degree with the Philippine Constitution. What degree of offloading violates Constitutional Rights to travel? The Gov't could say "we have an easy solution to female human trafficking, we will prevent women from leaving the country." I doubt if that will be Constitutional, but it meets the Public Safety exception. But, that is not realistic, so there are limits to offloading even for public safety reasons. Rather than spending time and money on a highly questionable National Sim Card Registration Campaign, they can easily establish something similar to what the U.S. has, a "Trusted Traveler's Program" where people can fill out applications, have an interview, and apply for a "Philippine Trusted Traveler Program Entry & Exit ID Card" (w/photo) prior to traveling that PRE-SCREENS you regarding, age, sex, criminal record (NBI Clearance), takes your fingerprints and photo, looks at marital status, and financial capacity, and requires a certification that you received a government or company briefing on Human Trafficking prior to travel. Then you are cleared for international travel and don't need to go through this offload process IF YOU HAVE THE CARD. It should also eliminate the need for a CFO Certification if you are only going on a short vacation to countries in the Asian region. Better yet, you do not have the risk of losing thousands of dollars being offloaded at the airport which is incredibly inefficient and callous to Philippine travelers. You just show Immigration the Trusted Traveler card, walk through security, and board your plane. There is no Constitutional employment or marriage requirement to travel for Philippine citizens.
When I suggested to my wife that she take our daughter to visit grandma without me, she broke down crying because of this same issue.
In my thinking, she has our marriage certificate, our daughter's birth certificate showing my name, and showing that we live in another country. Why would she be prevented from traveling to meet me?
But of course, this is the Philippines, and I have come to expect the most creative excuses for making things more difficult and complicated than they should be. 😂.
It must be obvious that anyone who traveled out of and returned to the Philippines previously without complaining of being trafficked is not being trafficked now. But, that insight takes a small amount of reasoning that inspectors are not taught to do.😢
Hi. If your wife will travel with your daughter & you won't be travelling with them, you will need to provide an Affidavit of Support (AOS). This AOS must be authenticated in the PH embassy/ consulate of the country where you live. She must also get a CFO certificate (as fiancée/ partner/ spouse). That's aside from return ticket. She must also bring your PSA marriage certificate & birth certificate of the child. That's if she doesn't have her own financial capacity (job or business). The inspectors will ask for proof of financial capacity - if the traveler doesn't have it, then she must provide the AOS from the sponsor or risk offloading.

Experience ko nang magbakasyon kami ng asawa galing sa US, at nang pabalik na kami, hinanapan pa naman kami ng marriage cert. Sabi ko, eh tagal na namin bumibiyahe tapos ngayon lang kami hinanapan. Madali lang yan. Before we buy tickets mag application muna tayo online as tourist then comply natin ang mga requirements na hinihingi nila. Then pag na approve nga bureau of immigration that's the time bibili tayo ng ticket. Simple problem. Ayaw nila solosyunan kasi yung kita nila mababawasan. May porsyento sila sa mga airline companies. Airline companies nag oover booking, work ng immigration officers na mag Offload for the airline companies.
Exactly the immigration shud b strict on incoming traveller's not outgoing traveller's.
How about they worry about the human trafficking that is happening in the sex places in all of the Philippines. How about the kids sleeping on the streets. The gov't just wants control.
Jennifer your suggestions sound very sensible but ,aybe such interviews/interrogations should take place prior to departure or even prior to flight booking to ensure filipinas are not embarrassed and offloaded on the day of departure - its a crazy situation - my ex GF went through the process a few years ago and whilst she was not off loaded she did miss her flight as a result of the time it took to go through the interviews

These practices are flagrant violation of human rights . They do it on foreigners by crazy requirements for entry the country, but this discrimination of Philippines citizens is horrible.
I agree, that is ridiculous how many more people they are wrongly judging and offloading from their flight. And the transportation leader person having so much pride. That really gets me frustrated. 😠

The CFO is the number one needed to travel..I'm offloaded because I have no CFO.. and affidavit of support from from partner..so I go to attorney office after I bring trail court so after I complete my requirements I go travel with my partner in Europe...I learn about this problem and we cannot blame to our immigration officers they only protect to Filipino people for human trafficking...🙏😔

I totally agree with "All About Filipina Relationships." I do feel that better training is needed. It is still all about Customer Service no matter what your job role is, especially in a travel setting. Staff should go the extra mile to make your travel much more enjoyable, not go the extra mile to make frustrating! From the statistics you provided I'm wondering if inspectors are just focused on looking for wrong doers and not so much as getting people quickly processed and on their way. Ninoy Aquino International Airport was rank as one of the worst airports in 2022 and has also ranked worst been in the past. Now the DOJ asking people to be more tolerant! WOW! So, how many more years of tolerance do the people have to endure. All I know The Philippines is a better country than what NAIA travelers witness at the airport. This is not a real good first impression. There is one last comment I have, "Travel is supposed to be Enjoyable not Regrettable."

This is way over the top. Countries like Australla who require visas have already checked the traveller`s bona fides before issuing a visa.

In any other country, there is often a set standard list for (mostly) entry including the Philippines. Seems like it is straightforward, until the Philippines.
There needs to be a set standard list of documents that will be needed - nothing more, nothing less - for Filipinos to abide by for departure immigration check. It also has be be followed strictly otherwise if its just arbitrary we are going to continue seeing complaints on social media.
One would assume it is law enforcement agencies role to combat the legit problem and concern of human trafficking.
I just travelled and surprisingly both departure and arrival was a breeze. No questions asked coming or going. So perhaps different rules for foreigners and locals. I went to the airport 5 hours early . Have of at least 3 hours.
Immigration is targeting only young females in their twenties . This age bracket is most vulnerable to human trafficking.
Especially if they have no return ticket and cannot show any proof of accommodation abroad.
You need to provide some context. Are you Filipino, foreigner? Immigration is not going to mess with foreigners because they bring in tourism revenue. Something would have to really stand out to prevent a foreigner from being allowed into the country. The last time I was there I handed the immigration form to the officer. I checked I was brining in meats and other food items. Apparently those were all allowed. Plus she gave me back the immigration form. Not much of a fuss getting into the country.

Hi Jennifer today , I just departed from NAIA this afternoon, Male filipino next to me Traveling abroad. I guess the IO ask him for 15mins. A long queue an hr the waiting time . Tapos na ko sa Xray dun pa rin sya. It's real . They ask a lot to Filipino travelers
