I had a thought years later that perhaps the visor mode was slightly overpowered but Bungie probably didn't want players to be turned away from a dark game (literally) Also back in 2007 CRT televisions were still played on, which had glare on the screens.
Also its funny how the ODSTs have better night vision than Spartans 🤭 To explain this, maybe all the power reserves are prioritized to the shields and stuff. Idk haha
