Many people say "the legion will collapse without Caesar" but how will it collapse if it gave thousands of people a common language, the same religion, the same currency, the same flag... Caesar's original ideals may be lost, but the bull will continue to exist in the wasteland. And if Bethesda doesn't agree, the mods will take care of it.

He literally forged an empire that controls all of Arizona, Colorado, New Mexico, Utah, And that in less than 20 years it already has a better economy than the NCR, as well as security and stability. You say that the legion only has numbers, but that is false, they know that in a direct confrontation with the NCR they would be at a disadvantage (even so, they won all the battles except for the first battle of the Hoover Dam) So why do you think they carry out so many sabotage and guerrilla missions? Even with that, the legion also has weapons and real training and they don't have that dependence on the rangers. In addition to obviously competent leaders and good supply lines. A soldier is not a slave (and I think that's obvious) a soldier of the legion is bound to service indeterminately, but he can rise in rank, own property and his own slaves.

Also, about soldiers being slaves, they may be able to raise in rank or own a bit of property but as soon as they're no longer able or willing to work, they'll be put on a cross, just be left to die, etc
