Special constables are unpaid volunteer police officers, they have FULL police powers 24/7. They do receive training but it has to be fitted in around their job and family commitments so it takes time. Specials these days are "integrated" into neighbourhood teams or even specialist units. Some have been trained to drive response cars or carriers. Cheshire has specials crewing traffic cars. Merseyside has a special in the mounted section. Kent has specials crewing and driving joint police and ambulance rapid response vehicles. When I was a sergeant many years ago on a Friday night I would typically have around 25 constables on duty. Often we would have a similar number of specials all keen to assist us. Sadly their training was non existent so my Inspector was opposed to allowing them to accompany my constables so they could at least pick up the basics. The result was they were sent out in pairs to wander around aimlessly often without a working radio between them. The more promising ones did make some excellent arrests however there were many instances when I had to resolve or minimise their cock ups.
