He’s talking about a story in the Bible. The Tower of Babel is a story in the book of genesis, where people wanted to see how far they can build. They wanted to see if it was possible to build their way to heaven to see God himself, but God was like oh hell nah so he gave each and every worker a different language so they wouldn’t be able to communicate or understand each other. This prevented any other further construction of the tower. Apparently those are the origins of how all languages came to be.

That isn't a building at that point. Remove some of the housing for hydroponics, and line the outside with solar panels, and you'd have a straight-up arcology from science- fiction. Carbon Bucky tubes would be light and strong enough to construct a space elevator, but mass production of them would still be a problem to overcome. There is also some concern about atmospheric friction and heat that would have to be addressed. But until we build a space elevator, we are limited to semi-reusable rockets as lift bodies to deliver comparatively small payloads.
