My art teacher told me once "There is a difference between 'learning how' and just 'learning.' When you read books on theory, you start learning how to paint, but only by taking a brush and painting on the canvas, you will learn to paint the same way you learn to walk."
So, practice makes perfect. Theory can help so much, but it's not everything, and perfectionism is the death of confidence.
I write fiction too, and I thought that I could write an epic fantasy series just by reading K. M. Weiland's books, "Self-editing for fiction writing" and "The anatomy of story." They are very good resources, but I took on a project that far surpassed my actual capabilities and got frustrated. I was wrong, and I admit it. I now write short stories focused on one thing at a time. My epic novel series will have to wait until I have learned to write.
    Anyways, it's my observation.

"The Company of Death" by Elisa Hansen (aka Maven of the Eventide) is actually a really good read, as long as we're talking about books by youtubers. A zombie, an android, a vampire, the literal Grim Reaper and some guy all go on a road trip across zombie-infested USA to get Death his powers back. Off topic slightly, but I’m an officer, and I have prosopagnosia. It makes my job extremely difficult, especially for bolos, as I have an even harder time identifying people from photos and translating that into a 3-d image. And it’s rough because I can’t identify someone from one interaction to another unless there is an extremely distinct characteristic. Like a facial tattoo. Or that they wear the same thing every day. I know it gets on my co-workers nerves…needing help identifying people all the time… but I try to make up for it in other ways-like my intensely good sense of smell.

I was trying to get this read before the video dropped, but then I got sick and couldn't finish. I still plan on finishing.
As someone who enjoys police procedure shows and books, the beginning infuriated me because of how much crime scene contamination is going on by the three inspectors. Based on what you said, though, I see that it's intentional rather than ignorance on Greene's part. A little nugget of world building that within our own world context makes no sense. I like that.
The emphasis thing is actually something Murphy Napier has talked about in at least 1 video. "Hand-holding."
The story itself shows promise, and I hope he hones his craft and keeps writing. So many people focus on macro aspects of a story--the plot and characters etc etc--that they miss the smaller micro things like prose, dialogue, and even formatting. Those are things that come with simply writing more and learning from mistakes. I genuinely hope anyone who is trying to make it as a writer doesn't give up because of minor problems like Greene's novella had. And to be honest, I've written several novellas and he easily could have put more detail into it. Breach of Peace was a VERY short novella. Someone said it feels more like a prologue and I have to agree.

If he wanted to write a series of novels they probably should should have been a standard cases that introduced the world and characters. I like the ideas behind the story and the world feels different from a standard medieval swords and sorcery type story. I do see the influence of something like Mistborn on the world.
I hope that with Rebels Creed being a full length novel we get a smoother pacing/ story progression.

I’ve heard such mixed things about her books that I’m not even remotely interested. Any large booktuber will have sycophantic fans who love everything they do no matter what. So considering that, with how the reviews overall sound mediocre, at best, with those sycophants, I just can’t find it in myself to be interested. And that was before I watched a bunch of her videos and found her to be abrasive and offensive and insulting other writers for being incompetent if their characters start taking on lives on their own since her view is a writer should be so in charge that characters can’t do that or else you’re a dumbass. That reeked to me of someone who would prefer to be in such tight control that characters aren’t allowed to evolve during the writing process.

Hey, a reference to prosopagnosia! I actually have that myself and some of my stories involve characters with it. While it'd be an interesting trait for Chapman to have, it wouldn't have the same impact as him not remembering the names of the officers. Him not bothering to remember their names (at least that's the impression I get from just watching the video, haven't read the novella) shows a lack of interest, or perhaps him thinking, "This is insignificant, I'm not going to waste brainpower on it." Prosopagnosia wouldn't stop him from remembering names if he actually wanted to. His reactions would probably be more along the lines of, as an example if this was how he identified people, "Uh, shoot, I THINK that's Smits but he doesn't have his pipe out and that's what I usually recognize him by, so I'm really not sure." So, while that could make for good reactions, it would give a far different vibe than him seemingly not caring about the officers' identities.

Hell of a deep dive. I had many of the same issue with the book, plus ones you didn't mention. I think character is the biggest problem. Beyond the elements of dialog and action you mentioned, there is no subtext whatesover. I am of the opinion that people shouldn't use direct names from 1984. It's too obvious in it's attempt to invoke dystopia, like having your caped, paragon type superhero be called Hyperman or Uberman.
I can take it a bit better in fantasy worlds like this one but I get doubly annoyed when it happens in settings that are supposed to be the future of our world. That was one of my issues with the generally very good Babylon Five; if a government is trying to set up a tyranny without anyone noticing until it's too late to stop the last thing they're going to do is use language from the most well known book about tyranny.
