I think this is an issue of being on a panel and thinking of something to say while someone else is talking, so you don't hear them and you're just waiting for the chance to say your thing. I'll go out on a limb and say it isn't a robot at all, but a small person that these scientists have trapped inside the soft, grey, latex-like skin of what APPEARS to be a robot and are perpetually torturing them, in order to see when breaking point arrives.
