What about a frost-free spigot and some electric thermal tape? Wrap the pipe and plug it in and it will sense the temperature and turn on when it drops.
Great ideas! In my case, this was to keep indoor plumbing from freezing in extreme temps. Since the bathroom was built years ago by enclosing a north-facing porch, crawlspace is extremely limited, so thermal tape wasn't a viable solution for me.
