Those are the rules by HDB ◡̈ You are only allowed to apply to HDB for valuation after the seller has issued the OTP to you. But if you are working with a Real Estate professional, he/she will be able to access in-depth data of trends and past transactions to advice you on the potential value of the unit you are looking at to allow you to make a better and more well informed decision!
Many first time buyers make the mistake of not researching on the transactions and value and are not able to exercise the on the optioned unit due to high COV. If you are choosing to DIY, you can access basic past transaction data here: services2.hdb.gov.sg/webapp/BB33RTIS/
If you are working with an agent, he/she will be able to access more in-depth data via various platforms and advise accordingly!
