The struggles for independence and the impact of redrawing borders

  • From Catalonia to Kurdistan and Quebec, many people are demanding independence. What does it take to transform a cultural identity into a nation-state? And what is the impact?

    The number of countries in the United Nations has grown over the decades - from 51 states in 1945 to 193 today. Many more places want to become independent.
    But national governments almost always oppose secession.
    Catalonia’s parliament declared independence from Spain in October 2017 following a referendum deemed illegal by the central authorities in Madrid.
    Spain dismissed the region’s government, and decreed that a fresh election should be held. Catalan politicians leading the independence movement could be jailed for decades if found guilty of rebellion and sedition.
    The autonomous Kurdish region in Iraq also held a recent independence referendum. It outraged the government in Baghdad and neighbouring countries, which also have Kurdish minorities.
    The Baghdad government claimed the independence referendum was illegal and seized back the lands Kurds had taken beyond their region.
    The desire for secession is nothing new.
    There are estimated to be more than than 8000 ethno-cultural groups in the world. With many independence movements demanding that their homelands be recognised as countries.
    Jean-Claude Juncker, the president of the European Commission, said that if every region had its way, the EU would become unmanageable.
    So who gets to form a state?
    There are no clear international rules. The 1933 Montevideo Convention declared that a region needs 4 things to become a state:
    - a permanent population
    - a defined territory
    - a government
    - and the capacity to enter into relations with other states.
    But these are only guidelines. Ideally a region would also meet other conditions, such as:
    - show that a clear majority have freely chosen independence
    - respect its own minorities
    - have a viable state
    - and settle terms with the state it leaves and its neighbours
    In practice, all these conditions are hard to meet.
    Taiwan is a modern, democratic state in all but international law.
    It’s an island off the south-eastern coast of China which has its own constitution, functions as an independent state, has democratically elected leaders, and was the first place in Asia to rule in favour of gay marriage.
    Per head it’s around three times richer than mainland China. But China regards Taiwan as a renegade province. It insists that no country can have diplomatic ties with both itself and Taiwan. Only 19 countries, plus the Vatican, officially recognise it.
    Somaliland is another region seeking to be recognised as a country. The semi-desert territory on the coast of the Gulf of Aden declared independence from Somalia in 1991. It has its own government, police force and currency. But no foreign government recognises it. Perhaps for good reason.
    To recognise Somaliland would encourage other separatists in the region. It would undermine the already-weak federal government of Somalia. And it would probably lead to war.
    There have only been two major changes to African borders since the 1960s and neither is a success story.
    Eritrea declared independence from Ethiopia in 1993. Today the country has a despotic government and its people are mired in abject poverty.
    In 2011 South Sudan seceded from Sudan, making it the world’s newest country. Soon after South Sudan formed civil war broke out displacing 2.2 million people. Although a ceasefire was signed in 2015, the country lies in ruins - plagued by hyper-inflation, famine and violence.
    Independence has a romantic ring. Many sympathise with the demand for freedom. But redrawing borders is dangerous, and often causes as many problems as it solves.

      He's right however, the idea of "national identity" is not necessarily something that brings people together, at least not in the way it's presented to the world currently, more often than not it's the root of racism, war & economic problems. Culture is a valuable thing, but the use of it to further political ambitions and projects of independence for the sole reason of independence is not necessarily good. Sometimes it's quite a lot better just to live together and find strength in diversity.
      But alas, the ridiculous 19th century view of the national state still reigns supreme, rather than us progressing to a state of thought on government that could actually unite the world on issues rather than divide it #HailCulturalPositivism

      Guy Fawkes Except that's nonsense. It's not people want to secede because they're romanticist jingoists, they're trying to secede for agency and unify around (often as it's reason for their lack of agency) their cultural identity. It's the countries they want to secede from that are based on the romanticist idea of the nation state.
      There's no finding strength in diversity when the nation state demands cultural unity at the expense of the regional areas - they will conform to the culture, language/dialect and values of the nation state's capital or it will make them. You've no doubt seen the Franco-esque police brutality in Catalonia.The UK pushes RP on the youth, getting more aggressive with each generation, and focusing economic development exclusively on the capital and away from anywhere that steps too far out of line. France actively encourages people to make pariahs of anyone who dare to even know how to speak a language such as Occitan or Breton. There is no strength in diversity because even slight diversity is actively being quashed by the system you say is reason the regions want independence.
      I suppose it is, but not in the way you mean.

      The concept of the map is weird. It includes non-UN recognized states, but also states that are recognized, but in dispute over their sovereignty with other country. Also, "independence" has nothing a little to do with sovereignty, which I think is the only factual mistake here.

    I am frankly astonished by the lack of research particularly with regards to the inclusion of Puntland. I am not aware of any incident of the government of Puntland, or indeed its people seeking independence. I should know, I am from Puntland, and we consider ourselves a regional state within the Federal framework of Somalia.
    This would have been very clear with any amount of research into the political dynamics of the region. The fact that you equate my region of Puntland with Somaliland, who have formally declared independence from Somalia speaks of your lack of preparation.
    There is no confusion about the fact that Puntland is a regional state in Somalia, and that it it does seek independence but rather some level of autonomy within a federal framework. Please correct your video and do not make a mockery of your publication. A basic google search will confirm this. I expect a speedy correction, and I will be writing to the editor as a long time print subscriber of your publication.

      I am from Taiwan. My personal identity is I am a Taiwanese, and Taiwan is an independent country. I am not Chinese nor from a province of China.
      Statistics show most young generation Taiwanese holds the same personal identity just as mine. For historical reasons, the constitution of Taiwan was written around 1949 in mainland China by Chinese, and the constitution we have does not accurately express our personal identities. China has been thwarting Taiwan from independence claims and that's why we are still using this biased, dated, and inappropriate constitution.
      The fact is that, we are definitely a self-ruled country. We have our own currency. We vote for our president. We can use Google, CZcams, and Facebook freely. We were born and raised in the environment with freedom of speech, free market, protection of human rights, and democracy. These differentiate our experiences and identities from mainland Chinese. We are just different. Admit it.

      Pedro, no it does not, all Somalis are more or less the same ethnic group, its the most homogenous country in Africa. The reason why we want autonomy is so that we can get on with out lives amidst the total breakdown of government in the South. You see the rest of Somalia is embroiled deep conflict against Alqaida affiliates Alshabaab, various clans, and then you have outside influence from countries that have a stake in Somalia never getting peaceful like Ethiopia, Kenya (both of them have Somali regions with irredentist movements), you also have AMISOM countries with salaried soldiers in Somalia wanting to continue (and perhaps increase) their presence. So my region Puntland wants a little bit of autonomy within Somalia so we are not beholden to the chaos in the south. Somaliland is the only part of what was formerly known as the Somali Republic to declare independence. Puntland never did and never will as we are part of Somalia. The reason Somaliland declared independence is because they were a separate colony, and when they got their independence they willingly decided to form a union with Somalia. So their situation is different, they were actually an independent and recognised country (albeit for only 5 days) before they decided to form a union with us in Somalia. I completely understand why they have declared independence and wish them all the best.

      To be honest its not great. The president is very weak, he can not visit parts of the capital city, let alone govern the country. The countryside is ruled by AlShabab, and they occasionally battle it out with AMISOM forces (22k soldiers from the rest of Africa whose task it is to establish peace). Its a massive mess. A few weeks ago there was a suicide bomb in Mogadishu, the blast killed close to 500 civilians, the largest of its kind. Even in my region of Puntland, we now have ISIS affiliates and AlShabab operating. The country is definitely not stable. We hoped the election of Farmajo would bring peace but he has proven to be an ineffective leader.

    The reasons this video suggests about the denials of Somaliland's recognition is both invalid and irrelevant. Somaliland freely and rightly left an union with Somalia that failed and has been an independent nation before Somalia became a government. It physically controls its entire territory and its democratically elected government has its own currency, military, constitution and held several elections that the world observers declared fair and free of any irregularities. There is no separatist groups in the region that even voiced their ambitions and control a permanent territory comparatively like Somaliland. Somaliland is indeed Independent nation with free society that , for thirty years managed its affairs. This is rare in any nation in the entire Horn of Africa's recognized countries.

      In no way did I say that Separatist movements were strong in those regions, but rather they existed (Südtirol has a rather large one though, and Hejaz is pretty much powerless under the Najdi-ruled absolute monarchy of Saudi Arabia).

I know Balochistan is divided between Iran and Pakistan today, and the only place I really hear about it is Pakistan. The region is distinct, but then again, you can say the same thing about almost all regions in Greater India.

      Andrey Chaves Leon Basically Guatemala claims a part of Belize according to a treaty when Guatemala gained independence, it's kind of weird where we as a Country recognize Belize as independent but either claim half or the whole country. Theres going to be a referendum to decide if we should ask the International Court of Justice to resolve the conflict, honestly I dont see any point in claiming Belize out of a Treaty signed over a century ago, it looks more like a distraction from other problems with the state, if the motion does pass I also dont see the ICJ ruling in favor of Guatemala.

    Unlike the failed state of Somalia whose only positive achievement is the fact that they are recognised internationally. Somaliland has worked tirelessly to secure its borders, fight piracy, create a thriving democracy of one man one vote (with free and fair elections using a world-first iris technology coming up next week!) and so much more to the absolute indifference of the rest of the world. The borders of Somaliland are not in dispute as they are colonial borders just like any other country in Africa. We have conducted a referendum in 2001 and the vote returned a resound 97% in favour of independence (the referendum was observed by international 3rd party observers).
    I hope you make more videos about my country Somaliland, and look into its unique situation in the context of East Africa. We have achieved so much without international recognition, it is the only democracy in the region, we want to join the rest of the world and build relations with other nations.

      It's illegal via the Constitution of the United States for states to leave the PERPETUAL UNION if any state wanted to leave they would have to face the armed forces and sanctions/embargoes look at what happend to the first time states wanted to leave, a war was fought over it and lost.     People need to understand about the station in somaliland . Somaliland was a country that united with Somalia in 1960 after the British colony and the Italian colony left the land. Somaliland came to somalia with the idea of having the republic of Somalia. Somalia welcomed that idea and the 2 countries joined to form the republic of Somalia 1961. After 3 decades of killing the Somaliland people with nothing Somaliland decided to withdraw from Somalia in 1991, since then Somaliland was looking for independence and Somalia is holding them back. Somaliland is considered one of the safest countries in Africa if not the safest.

    In kashmir map you have included jammu and ladakh regions of the state as people demanding separation..both these comprise 84% of the population of the state of jammu and kashmir(India)..these regions are not vying for separation but complete integration with India.     The video is a good attempt at explaining the issues involved with redrawing borders as well as some of the legal criteria which would satisfy statehood. I would just like to clarify two points; firstly, "agreed terms" is one of the most important conditions for satisfying statehood if we would look at custom- it is very rare that states would recognise a seceding province if the host state did not recognise said secession (except where host state no longer exists, eg. Yugoslavia). Secondly, Taiwan itself does not define itself as a seceding province from China; instead, the Taipei government considers itself the legitimate government of the whole of China, with the official name being the Republic of China. This means that Taiwan itself considers the PRC essentially as a "renegade" province of the state it claims i.e. Taiwan is not interested in being recognised as the Island of Taiwan, instead from an official and legal point of view seeks recognition as the only legitimate state of China.
