      For arms also I have added Circles and assigned bones to them.

      In edit mode if press shift+A additional bone would be added automatically..

      I didn't get your question. But as per my understanding "go to vertex group in weight paint mode, give the body part desired weight" may give solution.

    listen I rigged a full 2d model now how do I animate it with armature because I tried and it doesn't work the same as normal 3d blender

      Most of the times you might have set the movements to global. Try to check that whether it needs global settings or local settings.

      You can manually create a vertex group or while parenting based on the names of bones they will be automatically created. You have to simply a assign those vertex group to the respective bone. That's it. I hope you understand. Thank you

      You have to parent armature to the model. That can be with empty groups or automatic weights. Ctrl+P.
