Things like these are designed to get you out of trouble until you can get to a tyre shop and get a permanent fix done, a permanent fix is done with a what is nicknamed a mushroom plug (I can't remember the proper name for it), the plug is pulled through from the inside of the tyre, the stem comes through the hole and the head covers the area around the puncture from the inside.
Never ever do this to your tires!! A few weeks or months later, the air will get between the belts and that tire WILL look and ride like it's pregnant! If it's leaking, get to tire tire place and have it fixed right! ;-)

The DOT doesn't make something safe or unsafe. Example: look at a DOT rated helmet. Then look at a Snell rated helmet. DOT is government. Snell is not.
