Always deflate first. Good work on applying the glue to the file for complete wetting of Inner surface, but a fail on not also completely wetting the plug surface.

Rubber strips like this isn’t worth a crap ,you need what’s called a Rope Plug ugh brother ,Iv been a Tire man for 25 years of my Life believe me I Know

These last when done correctly, but many cant put the plug correctly and air starts leaking between rubber layers, bricking the tire. Proper seal is made with a patch
