When you run into a phone that starts the charging process and glitches like that....1) Put it in rice overnight (even if water didn't get in the case the fluctuating temperatures can cause condensation) 2) Leave it charging for a while, then before you power up the phone hold down the Sleep/Wake button for 10 seconds. This will not erase their data but will force a restart . Information given to me from Apple 🍎 customer service. When I found a IPhone and was able to return it to the original owner.

No, it's not. At least not from any road or gravel bike. It might be from an old kids bike or big box store bike, but not from a higher end Sram, Campagnolo or Shimano groupset... or none that I've ever seen. It actually looks like a casting reel.

Thé Samsung phone has two he charged with a Samsung fast charger, then it Will boot up.
And even if it was in a bootloop he probably could have hard reset it. But yeah a fast charger would have did it
Sometimes you have to use the original charger to get it to boot back up cuz it's been dead for so long battery you might get lucky and Boot It Up with a cheap charger but it requires usually the original charger to trick the phone
My fav part of this video is him following that fish around 😂

the endless cycle you mentioned when charging the phones is a common symptom of insufficient electrical current being supplied by the charger, often seen with absolutely dead zero charge batteries, and getting the battery out of this 100% depleted state can be a bit annoying sometimes.
try reducing the power draw from the phone however you can, disconnecting anything unnecessary, turning the screen of and not using it for some time, it vibrating also draws power and makes it worse.
But most important, get a powerful charger capable of supplying the energy to quick start the battery back to life.
The samsung just need the fast charger. Alot of note 9 does that when the battery goes completely flat for some time
