Update: turns out there's more to why the animation looks as it does: it was intentional. See, this was due to the fact that many schools have poor internet speeds. Thus, to compensate, the team used a lower frame rate, which resulted in the edvideos having lower bandwidth requirements.

A fun fact about Pikachu on that site
For the website's early days, they used stock recordings from Ikue Otani. Later, Kayzie Rogers (the actress who voiced Max) provided the voices for that Pokémon. On the Learning League, she also dubbed May's Skitty.
I found this trivia on the Bulbapedia page about Kayzie Rogers.
I have never heard of this website, but I would have been a fan of it had I learned about its existence as a kid.
If they were to bring it back, I think the mission guides should be replaced with the teachers from Scarlet and Violet with Tyme handling Math, Salvatore handling Language Arts, Saguaro handling Life Skills, and Jacq handling Science. I think the characters should be Ash, Goh, Chloe, and maybe Misty, Brock, and Dawn.

I use to get on it all the time all those years ago.
I also used the site to listen to some Pokémon songs as well, mostly "Misty's Song". 😅.
