I would recommend the factory manual. You have a data table with the complete fuel consumption. This is the case with Skoda but with other cars also.

It could be but I doubt it, on Skoda's the ECU is reliable.
Did you check it while the engine was cold? It shows those kind of values especially during winter time until the engine gains some temperature.
Once it starts warming up, the values go back to normal.
