COUNCILS EXPLAINED - The One Ring, 2nd Edition Role-Playing Game

  • Councils are special encounters (or scenes) where the Company of Player-Heroes engage in a formal dialogue with Loremaster Non-Player characters. This video describes the rules that pertain to Councils from the Core Rulebook, as well as looking at the Optional Rules as found in the Ruins of the Lost Realm supplement available now from Free League Publishing.

    These videos are great but one thing to make an example scenario and act it out as sort of a tutorial.

      Additional examples videos would be nice!
      But this is allready usefull combination of the rules conserning this part of the adventures.

    I dont get it how many tries i have ? If i choose the lowest difficult stage

      The video is a tad bit outdated, as it has the old rules and not the most updated ones that reflect the most recent printing (3rd).
      But, the Time Limit, or amount of tries, is equal to the either: 3 successes if the Introduction Roll is a failure, or 4 + 1 for each Tengwar(6) is rolled if the Introduction Roll is a Success.
      The Resistance (or lowest difficulty) has no bearing on the amount of tries you have, just that it sets how many successes you need to get!
      So for example, if you need 9 successes (Resistance 9 or the hardest difficulty), and fail the Introduction Roll, you only get three attempts or rolls to get those 9 successes! If you passed the Introduction Roll and got an extra two Tengwar(6's on the d6) you'd get 4+2=6 attempts to get those 9 Success to pass the council.
      Hopefully that makes sense!

    It seems to me they went from one extreme to the other. The core rules make it too easy to succeed at more difficult requests and the optional rules too hard to succeed at a reasonable request. I set base resistance at 6 for all Councils and grant/subtract dice for the Loremaster character(s)' attitude towards the PCs and for roleplay, both for the introduction and interaction. Works well for my group at least. Of the two official rule options I prefer the optional one. It strikes me as odd that the default rules assume people will give you more time to present your case for an outrageous request than for a reasonable one!

      Thanks for the comment and discussion! I haven’t tried the optional rules yet, but was in a council with Elrond during my strider mode, and would have to agree on your assessment when using the core rules. That being said, was getting worried I wouldn’t have succeeded on a Resistance 6 (time limit 8) council… but rolled some extra Tengwars towards the end! The next council I’ll use the optional rules and see how it goes!

      @@RyanoftheNorth Failure is always an option :). My PCs failed a reasonable request even with 6 rolls, even thought they only needed 3 successes (botched introduction and -1 die to all rolls as the NPC already didn't trust them). I also have a rule that if the same PC uses the same skill more than one in the Council its -1 consecutive die for each time after the first. Stops them spamming the higher skills all the time. Would not work in solo mode though!

      I think that original rules just means you need more time aka resources to succeed (like using hope more often during the council) Optional rules are more like making the end result harder to achieve… so different price.
