This test of the Emergency Broadcast System, was on a slide shown from ABC Denver Affiliate KMGH-TV in 1995, when it was in use before the Emergency Alert System became active in 1996. KMGH-TV is now owned by The E.W. Scripps Company, following Mcgraw-Hill's exit from broadcasting in late 2011.

I guess not every station, in the last year and a half or so of the EBS used the variation that began…
“The following is a test of the emergency broadcast system.“
    and ended with…
“This station is testing it’s emergency broadcast system equipment. The EBS will soon be replaced with the emergency alert system; the EAS will provide timely emergency warnings.“

I believe some stations started using it in 1994 when it was first approved and set, Some stations upgraded to the EAS by 1995, some in 96 and the rest in 1997. The script was beginning to be used in 95 from what I remember. At least here in Chicago, Stations began using the EAS Transistioning script around Early Spring of 1996. Some states used the Script earlier than this, Early 96 some did, And some in 95

I recall KCTV (my CBS Affiliate here in Kansas City) started using those variations around late 1995; heard it for the first time on Thanksgiving of that year.

On the lost media EBS test wiki. They didn’t add this station. Other missing EBS test is KMBC in Kansas City.

They forgot to add WTVD and KNXV to the Lost Media EBS Test wiki.

What did the KMGH 7 while as a CBS affiliate (before becoming an ABC affiliate in late 1995) EBS Test slide look like?

I don't know. I never lived in Denver. I found this video in someone else's collection of commercials from KMGH and posted it separately.
