Yes, of course you can change the language in Windows.
Click the Start button, and then select Settings > Time & Language > Language.
Select a language from the list; if the language you want is not in the list, click Add section language, Preferred languages, and then select Options. Select Download in the "Download Language Pack" section. After installing the language pack, select Back.

It should not just be a USB flash drive, it should be a bootable USB flash drive for Windows 10 or 11 or 8.1; usually, using such a flash drive, Windows is installed on a computer.

My computer is stuck on a loop

@@kh_bachir If you only found the boot(x:) disk, then this is a problem.
Most likely your C drive is encrypted with some kind of Bitlocker type protection and it will be difficult to solve this problem on your own.
If there are no important files on your computer that you would not like to lose, you can use the “Reset this PC” function and thus get a new Windows:
